1966 VW Beetle Manual

Anyone know why the 1966 VW Beetle manual shows timing (p. 46) at TDC instead of 7.5 degrees BTDC? Everything I have read on here shows that static timing should be done at 7.5D BTDC.

Unfortunately I don't own an owners manual and the picture in the manual that is available online is not clear enough to show the timing marks. It should show two timing marks. The mark on the right is 10 degrees BTDC. The mark on the left is 7.5 degrees BTDC. If the picture is correct, it should be lined up with the notch on the left.
