Seat belt bolt hole different size

Seat belt bolt hole different size

I just purchased rear seat belts for my 1966 VW bug. I found the bolt holes and easily attached the two inner seat belts. But I think the outer bolt holes are a little smaller than the inner ones. Or, is the bolt hole just fouled? Are the two different sizes?

Should be the same size inner and outer. Mine are.
