Are they better? What are the pros and cons?

Lastly, can you increase the payload capacity on the bugs with them, and do they lift it?

Let the stock suspension do its job. If the rear end needs a lift, you can reindex the torsion bars.

BB is dead on here. If the car's stock, let the stock suspension do it's job. Old torsions can sag so sometimes just replacing them will perk up your suspension AND help increase carrying capacity because they aren't worn out and saggy. Changing from a stock 26mm torsion to a beefier one (say a 28 or 30mm) will also change the carry weight, but the tradeoff is that if it's lightly loaded it will ride with more stiffness and the back end will feel like it wants to get squirrely on you more.

If you're looking into something modified like a baja, or something other than stock, coil-overs may be a solution, it really depends on what you're intending to do and how extreme your modifications are going to be. I've seen bone stock beetles do amazing things on and off road with a simple suspension adjustment to the stock components. Ultimately, how / where you're going to drive the car will factor heavily into whether or not you should look into coil-overs.
