The body is good but the car was submerged in a hurricane in 09. I am reluctant to buy for 250.00 and start rebuild with another motor and trans. Think if it takes a year to do a bit at a time it will be worth the money? surely it will need all electrical too....and the body is good.
What do you think?

250.00 for a sunken beetle? How long was it underwater, how much of it was really under water, and how bad's the rust? You need to be really careful and inspect every inch of it top to bottom for rust. if you don't feel qualified to do this, take along someone who does. Does it have a clear title?

If it's reasonably straight, wasn't wet too long, and the rust is minimal, that's a steal. You're going to have to rebuild or replace everything. Engine and trans, interior, electrical, hard and soft lines, seals, brakes, front end, all the bushings (probably), the works. Take it down to the pan, start cleaning and neutralizing any rust issues you find, and build it back up over as long as it takes to do it to your liking. Good quality aftermarket parts are pretty available to bring it back to almost stock (Correct door panels and a few interior bits and bobs are like hen's teeth for a '66), or to go full custom to your heart's content.

For comparison, in AZ, I'd pay 250.00 - 500.00 for just a pan with a title depending on the condition and think it was a decent deal, so if you get the whole car and can manage to salvage anything off of it, you're ahead.

The emmediate removeal of the 66 created a problem and the realization of the project was more then I wanted to undertake.
I passed on the deal and one day may regret it but.....

FYI - it sat unerwater for probably 12 hours and was in great shape prior to the flood. Yes it was totally underwater some 20 ft of tide in Galveston and some 8 foot in the building flooded the vehicle. It was pressure washed asap and should have been still in good shape....but as you say needed everything replaced.
