Emergency Flasher Knob?

My emergency flashers don't come on I've tried the turn signal on with flashers, nothing. What steps to begin with to get them working?

I have unscrewed the little cover to reveal the bulb, and the bulb looks to be useable still. I didn't try to remove it as I could see the fillament was still complete.

What to do next :?:
Also if the problem is the blue box where can I get a replacement?
