Tune up

How often should one "tune up" the engine (adjust valves, replace spark plugs, points, adjust timing, adjust carburetor)? Do you need to do it even if everything is running perfectly?

Every 3,000 miles for tune-up and oil change, and every other tune-up for spark plugs.
